You can't be entirely sure that the commercial was actually filmed in Korea. (That tropical island doesn't feel Korean to me.) For budget reasons, many commercials are shot outside of the country and in this case, it would be plausible in terms of casting black actors and location.
My hunch is South Africa, where a lot of commercials from other countries are shot.

In KFC's defense, while the Korean spot is labeled as KFC, it appears to actually be another brand.
The black actors agreeing to appear in the Kyochon Korean Fried Chicken (KFC) commercial is worse than the racism in the commercial.

It's just a guess, but Black actors in Korea probably have limited opportunities.

Well, taking that particular production to South Africa would make the commercial crime even more heinous.
